At the beginning of 2000, the sociologist Dr. Thomas Schweer developed the basic idea that the combination of geomapping techniques and perpetrator behaviour patterns could lead to the development of new, supplementary investigation methods in crime fields of mass crime. Due to the large amount of data and systems involved, this approach is not possible without the use of state-of-the-art computer-aided analysis. This is why he convinced and inspired the IT specialists Christian Rams and Ralf Middendorf of his project idea and the Institute for Pattern-Based Prediction Technology was born. In 2011, the PRECOBS system provided a fully automatic forecasting system in the crime field of daytime home burglary, which provides the basis for a new, pattern-based investigation methodology that can be used in day-to-day police operations. The institute combines findings from interdisciplinary fields of social sciences, criminology, social geography and computer science and offers the concepts, methods and products developed as a service.
